Either take Staten Island Ferry or Governors Island Ferry which is free.
On Governors Island Ferry, walk up to Ft. Jay bus stop and take Historical District tram to Mimi Gulf Course.
From there you could transfer to Picnic Point tram which will past Statue of Liberty.
Governors Island are only opened Friday, Saturday and Sundays.
Staten Island Ferry plays important roles in mass transit in New York which operates between Whitehall/South Ferry Terminal and St. George, Staten Island, which pass Statue of Liberty.
